The City of Goodyear is taking an important step toward improving transportation infrastructure in and around Estrella. We are pleased to share an update on the Cotton Lane Improvements Project, which will enhance safety, traffic flow, and long-term connectivity for Estrella residents and the surrounding community.
The project will reconstruct the roadway and add two additional travel lanes between Estrella Parkway and the Cotton Lane Bridge at the Gila River, helping accommodate future growth while improving mobility for residents, businesses, and visitors traveling through the area.
Upon completion, Cotton Lane is expected to serve as a four-lane roadway with two northbound and two southbound lanes separated by an extra-wide median. The median has been designed to allow flexibility for future expansion, with the potential to add additional travel lanes within the median area should traffic demands increase over time.
The City of Goodyear has approved the construction contract for the project, and Rummel Construction has been selected as the contractor. The project team is working through pre-construction activities and coordinating initial setup items necessary to begin construction.
While final construction schedules and traffic-control plans have not yet been released, the anticipated construction approach is designed to maintain traffic flow throughout much of the project. Based on the current understanding of the project, the new northbound lanes are expected to be constructed east of the existing roadway first, allowing traffic to continue using the current two-lane roadway during the initial phase of work.
Once the new lanes are completed, traffic would shift to the east side while crews rehabilitate the existing pavement and complete improvements on the west side of the roadway. After both phases are complete, Cotton Lane would open as a four-lane roadway with two lanes in each direction. The Cotton Lane Improvements Project represents a significant investment in Estrella’s future transportation network.
By rehabilitating existing infrastructure and expanding roadway capacity, the project will support the area’s healthy economic growth while enhancing safety and convenience for daily commuters.
As work progresses, residents can expect ongoing communication regarding project milestones, construction schedules, and any potential traffic impacts. The project is currently slated for completion in August 2027. We look forward to sharing additional updates as construction activities begin and progress over the coming months.
