GOODYEAR CITY COUNCIL UNANIMOUSLY APPROVES ESTRELLA 14 PAD: A NEW CHAPTER IN COMMUNITY GROWTH

In a transformative decision that sets the stage for the next chapter of growth in Estrella, the Goodyear City Council voted unanimously (7-0) on Monday night to approve the rezoning request for the Estrella 14 Planned Area Development (PAD).

This milestone marks a major step forward for Estrella Development Company and the City of Goodyear, unlocking the potential for a vibrant mix of residential and commercial development across approximately 1,505 acres of currently vacant land.

The newly approved Estrella 14 PAD replaces the original Estrella Phase II PAD, which was adopted more than 35 years ago. This modernized plan reflects today’s development principles, evolving community needs, and the City’s General Plan. It will extend the Estrella community east of Estrella Parkway and south of Estrella Foothills High School, creating space for a second commercial and services core to complement the existing one near Estrella Parkway and Elliott Road.

Estrella spans approximately 20,000 acres and is celebrated for its scenic beauty, open spaces, and thoughtfully designed neighborhoods. The Estrella 14 PAD builds on this legacy by introducing:

The rezoning sets a flexible framework for future development, allowing Estrella to grow in a way that aligns with community needs and timing.

Originally envisioned as a high-intensity area due to the anticipated Loop 303 freeway alignment, the Estrella 14 area has evolved in response to regional infrastructure changes. With the freeway rerouted west of Estrella, the new PAD downzones the property to better reflect current realities and aspirations.

  • Residential Units: The maximum number of residential units is reduced from 8,400 to 6,034, with multifamily units capped at 864.
  • Open Space: The plan includes 18% open space, neighborhood parks, and a residents’ club for social and recreational activities.
  • Trail System: Expansion of Estrella’s popular trail system will connect residents to existing amenities and Estrella Mountain Regional Park.
  • Housing Diversity: The plan supports a variety of housing types, including single-family homes, courtyard homes, single-family attached residences, and multifamily units.
